Anyone had success switching Medicare Plans if your plan doesn't cover the treatment center and physicians where you want to receive care?

I'm not particularly happy with the care I'm receiving at this time. It's "OK" but there is a major cancer treatment facility here in St. Louis that's not covered by my Medicare Advantage plan. I paid out of pocket to seek a second opinion from a thoracic surgeon there and was given some hopeful information. My oncologist "assumed" enlarged lung and thoracic lymph nodes were cancerous and the surgeon said that's not necessarily true. They must be biopsied to confirm if they are or are not. I may be eligible for VATS surgery because I have only one small metastasis to the brain (oligometastasis). See my note under "Other Care." Has anyone had success switching Medicare plans before open enrollment in the Fall? I've checked and I don't seem to fit any of the exceptions that would allow me to do so.
